CERTIFICATES OF ORIGIN

A Certificate of Origin (COO) is a critical and widely recognized international trade document attesting that goods in a particular export shipment are wholly obtained, produced, manufactured, or processed in a particular country. The Delaware State Chamber of Commerce serves as an authorized and trusted agent in the issuance of these Certificates. Contact Melissa Brayman at (302) 576-6572 to make an appointment.

AFFIDAVIT OF ORIGIN & INDEMNIFICATION AGREEMENT

Before your first Certificate of Origin can be issued, you must:

  • View or download the affidavit of origin in advance (optional).
  • Schedule an appointment (no walk-ins).
  • Complete the affidavit in person at our office — the person signing must bring valid photo ID.​
  • Our notary will notarize the form and scan your ID.
  • This process must be completed before or at the same time as your first COO.

CERTIFICATE OF ORIGIN POLICY

  • Certificates will be authorized by appointment only at our office at 1201 N. Orange St., Suite 200, Wilmington, DE 19801. 
  • The Certificate of Origin must be filled out completely and before being presented to the Chamber. We will notarize it for you. Download a blank Certificate of Origin > 
  • A signed and notarized indemnification certificate signed by a company officer must be on file in the Chamber before a Certificate of Origin is issued. This will be updated when there is a change of signatory officer.​
  • Payment is required at the time of certificate completion. We accept credit card or check payments.
    • $20 per certificate — Chamber Members
    • $100 per certificate — Future Members

HOW TO ENSURE TIMELY PROCESSING:

  • Make sure you are filling out the proper Certificate of Origin for the country to which you are exporting.
  • ​Complete the Certificate fully and accurately. Do not sign in the spaces provided for the Notary or the Chamber.
  • Ensure the product information exactly matches your invoice — including product numbers, quantities, and descriptions.
  • The Delaware State Chamber of Commerce only attests to the documents as they are presented. We do not attest to the validity of the claim of where the goods were produced.
  • The Chamber will not be held liable if your company fails to provide the documentation required for international importation or exportation, or if your shipment is held at foreign customs.
  • Do not alter the Certificate in any way.
  • Do not wait until the day of your shipment to bring in your Certificate.
